Listen Use those issues as leverage to get the seller to drastically reduce the price and use that savings to fix the problems .preferably by doing the work yourselves .

If you can save the tenant $25/mo on heating, you might be able to raise the rents a portion of that.You may want to talk to an appraiser and see if new siding / windows would help with your valuation.
