How am I to do a home inspection or get a contractor to come out and give me an estimate if I cannot turn on utilities?

We have made several contacts with agents and brokers and are currently looking for contractors in that area.

., connections to leads, financing, contractors, investors, etc). 

I started by doing joint ventures with homeowners, contractors, investors, etc.

Thinking I could get away with hiring cheap contractors.

However since we purchased the home, prices in our area have risen pretty quickly and there is a major redevelopment project just getting underway about 1/2 away.

But with construction costs skyrocketing and considering how every good contractor is booked for 6 months, you'll end up getting quotes closer to $250-300/sqft.Generally it is not a good practice to estimate the ENTIRE project based on price/sqft, as some items are way more expensive than others, but you asked for a "general" ballpark.

If there are roads or utilities completed (horizontal development) were all those contractors paid?
