I do not want to inherit tenants that are not paying rent in the giving state of the eviction moratorium.

The bloodline trust should ensure that it goes only to your children for inheritance purposes and should offer some protection as well from creditors maybe as well as any possible future spouses on either of your parts.

Just know that the new Residents likely aren't going to trust you, and that inherited Residents sometimes don't work out very well.
