@Nathan Gesner Thanks Nathan, you are always so helpful when I post a question on here so I wanted to come back and personally thank you and post pictures of the issue being fixed.  

I was able to finally purchase the list but obtaining owner’s information is difficult here where I am (CA).

I'm trying to do the right thing here but am concerned I will get screwed by either or both and am very frustrated.

I have comps pulled, and my next step is to get a contractor/estimator out here to give me a better idea of rehab costs.

I think what folks are trying to advise here is that you need to make sure you're dealing with an agent who knows policy language, has good experience in the industry, and knows how to help you and protect you at the same time.Hope you find this helpful.
