Our lender has provided a brief outline of the closing process when using a 203k loan.

I asked a few questions and received the responses below: Should I expect an addendum outlining the final list of repairs...? 

If those consequences are not outlined in the lease, then I would be prepared to offer them my terms for breaking it. 

I think near half the land in LA County is gov owned, National Forest etc...From a google LV view I see what appears to be multiple square miles yet to be developed and looks like has outlining streets already.

They are in outliner areas and seem to be growing rapidly because of their price points and lower taxes

This should give you info on the owner, how long they owned, what they purchased for, and a general outline of the property 

The statutes outlining the tax deed process talk about how it wipes out prior liens (with exceptions like IRS, etc) and the state transfers it's claim to the property "excluding easements, highways, and rights-of-way owned by the county, unless expressly conveyed". 

Typically you’ll get a Final CD (closing disclosure) and that’ll outline the exact fees.

Is there someone who can provide a rough outline for this process? 

The village is pretty lax on enforcing anything (unless the garbage people have to pick up anything outlined as bulk & chargeable), but Thad is right, it is at your own risk.
