Obviously though, if the tenant the OP is referring to has an eviction history or as a package was just a poor applicant, then yes, the PM should be held accountable for just ramming whoever into the unit to fill the vacancy.

Its a Co-Op in an upcoming neighborhood in Chicago, IL and has a decent amount of units for a starter multi-family.  

@Patti Robertson I think the OP was talking about property taxes jumping 4K not the assessed value of the home. 

Thinking of upgrading a 3 family I have, but with the coin ops and electrical work, I'm figuring about 5k total to get going.  

If ops account his a particular size I transfer some out to my money market account st the same bank.

The theme of my reply was that it looks like the OP is trying to solve a problem: late tenant payments in residential real estate.  

I forgot to mention that what I have now is a CO-op and I found out that for example Wells Fargo will not give out a mortgage or cash refinance for a Co-op.
