Just be aware that if you apply an oil based KILZ then you will need to cover it with another subfloor because if you try to adher anything to that floor the oil based products will contaminate flooring adhesives.

There are contaminants from other properties that can move down the road and contaminate your property.It's not just about oil tanks as their are multiple types of contaminants.IF you buy a property "AS-IS" and you do not perform your "DUE DILIGENCE" then the odds of you winning in court against the seller after the sale are very, very low.The reason is the judge will ask you the owner ( buyer ) WHY you didn't inspect on your own.

And likewise, I don't want a cop who doesn't know how to do his job just so I can save a couple bucks on my taxes.Luckily, we have a system of supply and demand in this country that -- in theory -- should allow us to optimize for quality and cost when it comes to filling jobs.Btw, if your argument is that cops should be paid much more because they protect your life, then logically you'd probably have to agree that taxi drivers should get paid even more than cops, as you're more likely to die in a car crash than from random crime.Not to mention, using that logic, the guys that work at our water sanitation plants and sewage treatment plants should be getting paid a lot of money too, as contaminated water poses a great risk to health as well.

friend with wife and young daughter mentioned their landlord is knocking down shower and bathroom walls, and they just had to shower and use the bathroom in backyar. said landlord refused to provide even a local motel room to go and use the bathroom/shower at.friend seems irate enough to be especially upset that has 2 yr lease and 'feels' landlord/owner's actions are in breach of it. also mentioned in ripping out walls they and some framing are covered in 'black slimy looking stuff' and the repairmen did not cover any of his furniture and it may be contaminated (with dust, debris, spores?)

Sanding things is a no-no because it puts lead or asbestos dust into the air which is where it will cause a problem -assuming there won't be kids there who will be chewing on the window sills :) An abatement contractor would need to be hired to remove the contaminated materials.

Tanks were installed in '15 (there was contamination in 2014 and it was fixed by removing/replacing tanks, and State website shows it was cleaned up).

It's possible that the degreaser used might not have fully cleaned the surface or that there were some contaminants left on the cabinets that hindered paint adhesion.2.

I have done countless environmental surveys at countless gas stations in my five years in this profession, and I would never ever purchase a station due to the emense cost/ liability (when contaminants end up in someone elses ground water supply) of remediation.
