I would much rather improve the property with a tenant in place so when they do move out years down the road, I have easy work and can even skip all vacancy by having a happy tenant to will leave it clean and have an updated well maintained unit to rent it away for top dollar.

Speaking in general as a business strategy, I want to find out what is available and what bottlenecks we will run into a year or five down the road by following this path.

Since it's a second, I know the rates will be higher but I could always do an irrl later down the road.

Having been down the road you're currently on I highly recommend just selecting a city/place and sticking to it.
