To count a room as a bedroom you need to have a window, because code requires a second means of egress for a bedroom, so interior door and window.

For me, my least favorite thing is finding holes punched in walls, blood stains, busted up furniture, interior doors ripped off their hinges, door frames busted and holes kicked in them... like a unit I’m repairing this week where a family with young children had been recently living.

There are a lot of interior changes that can be done without raising red flags without permits: flooring, enclosing a dining room or other interior space into a bedroom, building closets, changing out cabinets and fixtures, etc.
