I owned the 2nd largest roofing company in Florida, and we did plenty with warranty...had zero issues arise....Multiple layers gets a bad wrap for no reason...mostly people just repeating what other people repeat...etc...

They need WAY more regulations than they have, and policies need manpower to be enforced. 

Technically you could make zero dollars a month and still have a net worth of a million dollars or more.

In a jurisdiction where you can set policies to preclude having your unit approved by the welfare office it is a no brainer to simply avoid renting to S8.

The second pillar is a good insurance policy as that cover the majority of your exposure.
