Based on my knowledge of the area, I got a little more granular on the above, digging into the seasonality of travel there (with Christmas Week through end of March being super-packed and longer stays, April being totally dead and the rest of the year being somewhere between).

We are in a hyper competitive market as well (10-20 offers are normal) and still manage to get AO's - 4 last weekend, 17 total in March - without handing over the bank.There are two issues with appraisals, one is that comps used today were sold in last year's (off season) fall market, and second - they are somewhat subjective.

I'd try to rent across two tax years but less than 2 total years e.g. rent this Sept until next March so you show two tax returns with rental income etc, and then he moves in and reclaims his prop 19...That at least would be my initial plan for experts on the tax issues to poke holes in.
