As a customer service thing, if I can make it all happen without the client knowing a damned thing about how we made it happen, that's not a bad thing.

Or should the customer that purchased the property pay the initial tenant placement fee? 

If your state/locality ties the utility payment to the home, not the customer, then you are allowed to receive copies of the bills.
