Not being able to apply and getting a declined claim after you’ve paid into it are two different things. 

However, they are improving (crime is declining and rents are increasing).

Also if rates somehow start to decline you could refinance to a 30 yr fixed before your rate adjusts.

At most, they could decline to perform the closing.Your buyer is the only one in the transaction that owes you the assignment fee.
