We have been through a few renovations of older buildings (1937 would not even be considered middle aged around here) with {live edged} planked sheathing - some balloon framed, some more similar to modern construction.In your situation, I would take the entire wall section back to the studs and outside sheathing and use a closed cell spray foam insulation {if budget allowed, I might take the entire side of the house or entire house back to the studs}.

For maintenance I just have tenants text me as long as you are in a nice area with good tenants people tend to be very cool but if in lower income area no way would I give cell and an email address would probably be better.

We are moving back into the house this summer, as we love the area so much, and know I am committing a cardinal sin here, and are emotionally attached to the house.There was a lot of blood, sweat, and a few tears, involved in that house.
