The developer's fee is quite literally a fee (or "bonus") if you will that is eligible as part of a LIHTC transaction at time of initial closing.You would not be eligible for a developer's fee purely due to a loan assumption.

Two while I don't buy real estate based on the tax advantages they are a nice bonus, when your IRA holds RE you lose those tax benefits since it is a tax deferred/free entity.So I've realized that lending and purchasing discount RE notes are better uses of that money, and then do the brick and mortar RE outside your IRA.

I'm not entirely sure why he is paying for all utilities but I believe the thinking is/was that since the avg rent in the area is around $600 to a max of $650, he decided to pay for a lot of the mentioned utilities as a "bonus" or to make it more appealing.
