The tax value is 92k with an arv of around 115k since the next building is the exact duplex renting for 596 each side.Also, the dining room could potentialy be made into a bedroom by adding a wall thus making it 2br and 1 bath per unit.The "minumim" repairs to be able to get one unit rented at 375 or 400 again will be around 5k after the purchase of the property to replace windows/repaint and some maintenance.If I bought this unit for 40k and 5k to repair 1 unit the numbers are not great but the potential for this property is incredible.I live 50 minutes away and can do most of the repairs minus the roof and windows but am stretched thin. 

We converted a two car garage into a nice unpermitted apartment under the main 3 bedroom condo.

Mainly being deployed till AUG doesn't fit the schedule not to mention even if it did I couldn’t be there to test.

The main sticking point is that I will need some sort of creative financing to get the down payment. 

If the blockage had been between the toilet in one unit and the main line, then you could narrow down who might have done it.  

I sell a properties all over Philadelphia, mainly for investment purposes.

With that being my main goal in finding buy and hold properties it’ll be a better use of time to look elsewhere.

On another forum (bethepro.com), some others correctly pointed out that it's probably not a great idea to concrete around main water pipes / gas valves that are in some of these planters.

@Josh Wagner right now the main metric I pay attention to is my net monthly return through my real estate investments.
