It might be location specific, or it might be that the listing agent's marketing isn't up to par (poorly taken photos, or no photos at all, no description, agent didn't click the right buttons on the mls so it didn't post to all the websites, agent non responsive, there might be a registered sex offender next door, etc.)

I made the case that instead of going back 4 years because of no comps the appraiser should increase the geographical area to include a very similar nearby community with plenty of multi family comps (which also happens to show that I am correct and at the lowest they should be valued at $210,000.)

The insurance companies look at the amount of claims in a region and base premiums on the losses in that geographic area.I'm sure repetitive claims could be an issue.Having dealt with multiple insurance companies, as a roofing contractor, I can tell you State Farm was by far the easiest to work with, and far less stringent than other companies I dealt with.
