@Patrick Britton I've heard of landlords installing cameras in common areas such as hallways or coin operated laundry rooms.

I have no idea what kind of change to expect in the rate but I would be surprised if there was none. 

I have zero investments at this point but my plan is once I've built up some money and in a financial position to purchase my first home (2-3 years) to purchase a multi family home, a duplex up to a quad plex depending on what kind of deals I find at the time and the market.

Normally, in instances like this I make my assumptions using Occam's Razor.Is this a common problem across the industry or did I just happen to run into an anomaly?

You just need to make them available, not pay for them.Anyway...On the different towns: I decided what kind of property I wanted and then looked for a town where there were a lot of them.
