Most people don't realize that Cancun is a city of over 1 million people as well as all the hotel zone which is located on the island of Cancun.There are so many foreigners owning real estate in Mexico and I believe it's their second largest industry so I really doubt that any Mexican government would be so crazy as to appropriate all the real estate and anger all of the foreigners across the world.

I mention this because we would usually split the cost of the hotel and cabs and all that when we went to events.

Think of hotel occupancy, or airline seats.

Are they expected to "tough it out" with no running water for a few days, or is a landlord expected to pay for a hotel stay while the line is replaced?

It would be up to the buyer to show damages - Have they already given notice where they are , will they be out on the street or in a hotel finding another home?

They have the license for the property at the state from the Hotels and Restaurants Licensing department which also does Non-Transient Apartment buildings above 4 units.
