I believe Windows laptops start around $300 and Apple laptops start around $600.

Removing the plaster is a big commitment because its thickness affects everything, trim, windows, doors, etc.

I've yet to buy one "cleaned out" other than I got "cleaned out" hot water heater, carpet, window. etc gone after COE.  

New windows, tile in the kitchen and re-doing the HW floors, fixtures, doors, and many etceteras and it cost me almost 5k.

It depends on a lot of stuff like window colors, roof color, etc. and Joshua D.is exactly right - if it's a rental I would just clean it because you don't want to be repainting it again if the paint somehow doesnt stick.
