@Ron Fletcher I work with investors in Chicago that invest in properties this way, but I should preface that our procedures are governed by Illinois laws and Chicago laws so youf area may be different and you should consult with local counsel.

Legal Services of New Jersey suggests that all tenants get a signed receipt for all rent payments and only pay by check or money order.I would suggest asking them because I think they will be the most likely to bring any test case in New Jersey.

Now you can get away with a C2 condition by saying you had a 5 year old furnace serviced and doing roof maintenance on a 7 year old roof, as long as you can show all the other items (cosmetic) have been updated.So you can get the C2 rating with cheap finishes because technically it is still freshly rehabbed.
