Which amenities included in a Home Owners Association or Condo Owners Association provide a good value to the owners because of economies of scale?

They would be the ones to answer that question based on your credit, income, debts, if you qualify for down payment assistance, etc.A second point, is that if you find a house within your means and don’t overextend yourself, you will likely come out on top in terms of housing costs compared to renting in the long run. 

Since the property is vacant I haven’t been able to find a homeowners insurance company willing to insure it.

I would look into some local or state-centric FB groups to see if you can find hosts who recommend someone or even a few PMs to interview.

I can find efficiencies in a lot of the processes.
