A tenant can invite any inspector inside to determine if they have safe living conditions, like the fire department, health department, building regs, utility company, let them "tag" the place, you're just concerned about your safety!

The tenant said she went outside and talked to her calmly to have the children come get her and that she would address any concerns and discipling at the time.

I don't think this is a totally unfounded concern - sure, technically, the PM is responsible for refunding the deposit, but if he/she is gone, then it's likely the landlord who will be tapped for the cash.
