I am not an expert in Dodd Frank however, but there are some people on this site who are such as @Brian Gibbons.  

As far as reserves go see the above, and additionally after completing a refi I will likely set some of the returned cash into additional reserves per property.I've also read @Brandon Turner's The Book on Managing Rental Properties, sooooo I'm pretty much an expert!

You really need a good PM who has local expert knowledge and run any address past them first.
