Here you are required to obtain a permit from the fire department to have a fire-pit in your yard: they verify that it is located a sufficient distance from any structures (yours or your neighbour's), etc.    

This is typically a completely separate department from the assessors and they often have different data.  

They're run by the California Housing and Community Development Department (HCD).

Another option is to find out from the local building department who the builder was and then chase them down for the window company.Lastly do some driving for dollars.
