I guess the real question is, is it usual for realtors to present an agreement to deal with them and only then if a broad area in my city?

Basic (DP1), Broad (DP2), and Special (DP3) forms sound silly, but they are pretty straight forward.

But you will learn more than you ever can by reading forums and asking random strangers on the internet for advice. 

I'll then use the internet to try and track down the owner and see if they want to sell.
