When it is bad, booze business is good.

Right now in SoCal there has not been a cycle in which putting your home on the market makes it a bad decision.

Like every other REI, you have to analyze it to pick out the good from the bad.

Have any of you guys had good or bad luck buying rentals around bases and targeting military members as renters?

The properties that have their yards in bad shape and the houses look like they need work are usually the ones you should stay away from. 

May cost you $100 to have him walk a potential property to quote rehab, but you'll get over $100 worth of knowledge looking at the estimate, even if it makes the property a bad deal.

I don't think you should feel bad about denying them if you cannot follow your normal screening process to completion, but I'd give it a try at least and try to think creatively about how to get comfortable with them. 

That doesn't sound like a bad quote, only way to know is get 2-3 more, make sure they are "equal" scopes, and choose.
