Since the home is not owner occupied and not knowing what exemptions your state may have it might be necessary for some notice but it certainly won't be notice that needs to be public or filed for record, such relationships can be shown if circumstances arise.

Tax assessments are public.Assessments by an HOA to owners may or may not be of public record.However, an HOA is a non-profit corporate structure which under state law requires the books of the corporation to be provided to the public, so a request may be necessary to the HOA.

You find deals through connections with people, if it's already listed or on the internet, that means it's in the public domain, you have to get lucky to get a deal if it's presented to the whole world.Take your advertising dollars buying a few lunches with Realtors, closing agent/title folks, an appraiser, loan officer and mortgage brokers.
