I have a property in mind, located in Houston TX that's yields a good profit.

I have/do rent to two tenants who have had criminal backgrounds.First tenant was in a transition program for an extensive period of time (years); had a job working in maintenance at a local hotel which he faithfully rode his bike to (a distance of a good number of miles) because, of course, he was not allowed a car.  

What location would you be looking at then?

So my main question is how extensive of improvements, changes, etc can I make to this 20' access easement that goes thru his front yard and right next to the corner of his house?

But I've talked extensively with the municipal zoning department, read the code, and I am preparing my case.

I'm looking at a deal that is in an A or maybe even A+ area, and wonder if it needs to be stressed to a greater degree than the usual C class deals, or stressed less because its such a good location.  

The house is located in Phoenix metro.  

It depends on where your location is, in downtown LA, you can't build anything under 150/sf.
