From my experience, this is a legit question but usually (not always) an indicator for a negative lead. 

Check that the worker comp box is checked, or if exemptions exist be sure they gave a legit exemption. 

One next step thing I would recommend is having a GC and/or accessor walk through the site to give you a better idea on if those numbers are legit for what you are targeting.

@Kurt Martig this ordinance has similar restrictions where you have to be 2500 feet away from casinos and 660 ft away from another STR.

The buyer needs to confidently follow a plan that is legal and legit!

Also, this tenant would be super easy for me to evict since I have a no smoking clause in my contract.Smoking clause is a legit reason to evict the tenant if it was written on the lease and if they have violated itHowever, jacking up rent to let the tenant go is illegal in CA.

It's still a great strategy, even doing everything legit.
