I put out the normal bandit signs and have received some leads but I've have the best response with driving for dollars...its also helps that my city has about 1800 vacant properties so a bulk of my time goes to yellow letters.

Most people here don't even know that this law exists and they accept it at face value when they say that they're responsible for the bill of their tenant.These days I just send them a letter with a copy of the law and threaten to sue them for willful non-compliance, if they don't adjust the bill.
