It also depends on what locally is exempt from permits....in central FL a fence requires a permit, locally in San Diego CA a 6' fence that is no load bearing (it's not being used to prevent a person falling over a wall or something similar) doesn't require a permit.

I think maybe they take investment literally this is different than stocks or notes or whatever when you have to deal with the Mandatory deprecation rules and subsequent recapture.. and its not like its earth shattering in your example lets say 5 years at 2200 is only 11k.. but by the time you pay sales costs and other things.. if you were 100% leveraged NO doubt your stroking a check to exit.lastly when you see IRR performas all the time there is no mention of recapture or the reality of 10 to 15% of gross sales price as cost to sell between negative cash flow ( vacant) and sales load  etc etc.

Yes, it would be a good idea to look at the area, you’ll see why the difference in the “comps”.Using distance only, is like using just the weight of watches to determine value.
