Check with your towns building and zoning department to see.

There should be no COVID related issues for any of the exterior inspections so that's a red flag for me.

The zoning in Dorchester county is R2 and from my reading does not allow ADU's, guest homes, or any external dwelling.

It is currently zoned as commercial and has been zoned as commercial as part of a commercial re-development zone since 2008.

In my experience, if it does not require any "re-zoning", you wont need to formally inform nearby property owners. 

If you are doing a large land development that requires re-zoning and special approvals, then you might be able to ask for closing to happen after re-zoning is approved.

If not try to go the FHA route and some parts of Chattanooga including parts of Catoosa County which is a very hot market as well are in the USDA zone that requires a 640 score with no money down. 

any pointers on where to start - zoning consideration,  feasibility analysis.. etc.
