I would make him bear the costs of said checks.If he doesn't pass (or you don't want to add him), serve a notice to cure or quit.You don't want an unauthorized occupant in your rental unit as (at least in NY) they will earn tenant's rights.

Try to close just Before the end of the month, as most states require 30 day notices to be effective only on a rent payment date, ie. if you deliver on the 5th, it is effective on the payment date 55 days out.
