The lower rates would seem to be a temporary thing and will disappear eventually.The worst case scenario would be a forced mass exodus to private insurers and you wouldn't want to be caught in such a thing because the private insurers would surely be very selective and gouging people with no other choice.

From what I understand you get a temporary deferral, followed by a stepped up basis and permanent exclusion after 10 years...seemingly much better than the perpetual 1031 deferment.

Unless the house is in a high value neighborhood (like Milwaukee North Shore) it is probably not worth the effort.I am generally on team "don't let an inspectin report freak you out", but this is what we call generelly a house with "bad bones".
