The lower rates would seem to be a temporary thing and will disappear eventually.The worst case scenario would be a forced mass exodus to private insurers and you wouldn't want to be caught in such a thing because the private insurers would surely be very selective and gouging people with no other choice.

Your best bet would be to sell the townhouse in a sale lease-back scenario if you do not want to move to temporary housing.
