@Connor B. you can find out more about what's going on by speaking to the zoning and planning department in your county.

What I am looking to do is diversifying my excavation/underground construction company having 10% of my work be in house property that we develop and sell out ourselves putting my father in charge of that department.

If so, you may be required to have a license; and would need to check with your states real estate department.

Talk to the exemption department and contact the elected Assessor if you feel you are not getting good advice. 

In all of my years I've never had a tenant order an inspection, or call the health department, or call code enforcement etc without that creating serious hassle for me down the road.

But the 6 unit building falls into the commercial loan department. 

For example It's the zoning department in Newark.

I would check with the planning department to confirm whether the properties status as a triplex still stands and whether it pre-dates the parking requirement.  

I could see this out in the county with no city jurisdiction, but fire department, health department?
