I’d be careful throwing around numbers like “the California housing market went down by about 35%”CA is a huge state with a wide variance in prices - but the Bay Area was most certainly not hit as hard as you suggest. 

They have to manage the thing after it's bought so they have a huge vested interest in stopping you buying a lemon.

A lot of legit HMLs in California are real estate brokers, not licensed lenders, and this is acceptable in California.
