I suspect the thinking in the authors mind was the exemption for deal 1 to not have to use a LMLO was for the owner oc who wanted to finance the sale of their primary without much extra paper work.- NREIA's lobbyist Jeff Wattson and friends have an amendment that upped max loans per year to 24 and other loosening.- In practical terms DF outlawed lending on mobile homes in parks (lonnie deals).- In a round about way, the guess was that DF also eliminated rent credits in the Lease Option deal type, as a form of financing
