I’m seriously considering hiring a different agent and would appreciate your opinions/personal experience on whether I should be looking for another agent or be patient.

The majority of them are trying to leverage debt and use as less as possible of their own money.

I don;t understand this: the wholesaler spends his/her hard-earned money to send out postcards/letters to mailing lists and then, if they get a positive response, they don't follow up!  

So, you need to decide what type of personal risk you are willing to take.

Most likely the state where the property is located is where lawsuits would be brought if they are something for personal injury like a trip and fall or something of that nature because the “cause of action” arose in that state.

For the money you will pay to invest on the 1600 block of N 27th street, you are better off buying in Germantown/East Mount Airy where the fundamentals are better or spending more to be in a better neighborhood.

Thereby keeping the government’s hand off your family’s money. 

@Ross Hayes I know it’s difficult wondering what to do, as I’ve seen my fair share of pet damage, but honestly once you put some screening processes and money attached to it, you will see that majority of pet owners are pretty good. 

How much money do I need , what licenses , where to look for off market deals?

I don't want to give all my money and can't get them out if they wouldn't leave afterward.
