Canada has had some great immigration success...they allow immigration based on skill and need. 

It might be an environmental issue and involve the EPA, lawyers, and a lot more than $5k.

You can certainly try other lawyers, you have no duty at all to use the one your realtor wants you to, but if you don't have someone you prefer and you feel comfortable with that lawyer after talking to him or her, go for it!
