Regardless of what you are doing, you need to have a contract with an agreed upon scope of work document (pending on size of project) with every contractor that you work with so that this does not happen in the future.  

After I had the final version of my lease, I copied & pasted the lease into my Document Template section of my TenantCloud account. 

I usually have a little notebook next to me that I take notes on , and then type that into a document I have on my external hard drive for reference.

You need to be careful how you ask, but they should be able to provide you documentation from a Dr.

So to me, telling the HOA is to get it documented that this was a problem BEFORE your parents purchased the unit.
