I would also have 7% or more of capital expenditures like a roof, paint, new HVAC, repaving the parking lot, upgrading facilities, etc depending on the amount of differed maintenance from the prior owner.

My neighbor at a house I recently sold wanted me to cut down a tree that he felt was a danger to his property, conveniently he did this right after I called the cops on him for repeatedly parking in my driveway and refusing to move his vehicles...The previous owner mentioned to me that she had wanted to take the tree down but this same neighbor didn't want it taken down since his kids played around it.

ABQ may not be super easy to develop in due to national parks and reservations but its regulatory climate is much warmer (another good reason to buy there, although the whole Southwestern region is spoiled this way - no idea how good they have it).
