Maybe these units had tons of deferred maintenance and the management company is making a needed and legitimate effort to get these apartments back into decent condition.

@Amelia Posely - your fee should be high enough that you make something for your efforts and low enough such that your investor can make a decent profit.

I'm sure this is a tax collection / fee effort along with an over zealous new inspector getting pressured to do some work, or wanting to look good to their bosses. 

Hoping to replace my W-2 with this business as time goes on so my energy and efforts have been focused there.

The time and effort and at times financial costs servicing the loan requests is not insignificant. 

I am after all, a certified Napper and master at effort/benefit optimization.Hopefully your cash purchase fixer upper is not bankable to allow you the least competition when buying. 

But I do give about 25% more effort than whatever my main competition is doing. 

Is your time and effort worth so much you make on each unit is worth messing with.Some believe in debt as long as you get a positive profit in your pocket and there are those that think any debt is bad. 

I'm still doing my homework and deciding if it's worth the effort.
