I reached out to remind her about utilities, move in procedures etc, and that is when she asked to start June 1st instead because she hasn’t worked this whole month( and is probably trying to regain her footing).

The letter would include verbiage taken directly from the lease stating lease break procedures/insufficient notice...etc. 

That’s procedure I do right before I evict someone.

For future tenants,  I would suggest a change in your procedure. 

A licensed mortgage broker, working for a licensed mortgage lender or broker company can assist with the origination of said loan provided the proper set of steps, paperwork and procedure are followed which includes application, TILA, GFE and appraisal.

Is there a tool or standard procedure for accomplishing this?

The taxing authorities will just take it through the tax sale procedure for delinquent taxes.
