I'd say the Bigger Pockets forums are one of the best places to explore how to put your money to work in RE. 

I'd recommend speaking with a QI (Qualified Intermediary) and CPA about the 1031 exchange process.

My brother is interested in selling his house to me, however, I’d like to keep the existing 2.9% interest rate on his mortgage.

I'd suggest it is best to do cosmetic changes and sell it.  

I'd look for real deals, where you can elicit some owner financing to help offset the downpayment.

I think it is just slow for a lot of people right now.I like the nighttime outdoor pictures, the outdoor spaces and games.I don't think I'd list an air matress as a primary sleeping place.

You can imagine moving is not fun under those circumstances. 

I'd really be concerned about other water damage without knowing the location. 

I’d rather educate them about who’s available.
