Ceiling fans are something market dependent, some places it is expected and some it isn't and they can break so if it isn't standard don't install them or just do one in the common area.

My HVAC guy suggested maybe finding a separate portable unit - maybe window unit or fan - that can suffice until next week? 

Maybe install an exhaust fan to the outside.  

But I like @Allan Smith's suggestion of keeping him on a short leash and paying him frequently as progress is verified. 

I am also a fan of long term investments in the Houston area.
