As water starts running through the lines in the house, the meter will spin quickly for a few seconds (as the water fills all the pipes), and then slow down (as the toilets fill, etc).

I've got no first hand knowledge of it though.As mentioned above, if money was locked up in a CD and the interest rate you could borrow at was less than the penalty for early withdrawal, it may work out.
