Their living conditions are unsanitary and could invite rodents, bugs, or just unhealthy living conditions in general.

I suspect that the differences have to do with time of year and/or weather it is legal in the STR city.My STR is  MTR during the academic year which it is easy to smoke outside in the yard during STR season. 

You also want to have reserve funds available to weather these hard times.

There could be other conditions of course, but that would be something easy and not expensive.Either way, that extra week is some nice revenue and I wouldn't want to miss out on that. i would accommodate them for sure.

But of course, the actual value will depend on a lot of variables - local market conditions, planned renovations, etc.

Taking a quick glance at comps your rent is high, 6 Armstrong st Apt 2 looks to be renting for $325 less and is in very similar condition. 

main thing about Vegas prop taxs and weather conditions.. 

Id either focus on flipping - maybe pick up some good deals now in the weather affected areas, or getting duplexes in other states less likely to be affected by Hurricanes.
