I constantly have to pay attention to what I say as state laws vary so much in certain areas, TX, GA, CA, LA, PA and MO can have some wide swings, but laws of agency are pretty much uniform on a federal level.

Go to the Fair Trade Act, Fair Trade Commission, the Uniform Commercial Code, RESPA, Dodd-Frank, the SAFE Act, the Consumer Financial Protection Bureau, gosh, there are dozens of laws that can be applicable but bottom line, malice, ill intent, fraud, deceptive trade practices, misleading others, taking undue advantage or just plain cheating someone.

Much more valuable than up-front money, could be your personal information.To check you out, most lenders will ask for a 1003 Uniform Residential Loan Application or equivalent, with all your bank info, date of birth, SSN, location of bank accounts and the associated account numbers.

But to my knowledge, as long as your license is: in a reciprocal state, licensed and in "active" status, then yes, you can receive equivalency status for the main components that make up the requisites for sitting for your HI broker exam (Prelicensing Education, Broker Experience, Uniform Section equivalency).

So they see their interest in it cash flowing well..The condition is dicey as they may take it personally (even it is true) if you know the condition, but you could find a tactful way, such as most buyers may want the work done at closing (but not you, you'd just make it easy and take it off the price)...That is about my best top of my head negotiation ideas, then use a title company for standard closing, recording, uniform docs, etc (or lawyer is required in your area and/or used by the title company)..Best of luck...
