Aside from the above if you are paying heat chicago temperature control makes a temperature limiting thermostat if you pay heat.

Here in Philly I can get double hung vinyl welded windows installed with caping completed for about $300 per window. 

Normal panels will start getting some voltage drop whenever the temperature rises about about 70 degrees F. 

Coffeyville Kansas, $9500 will buy a person a 3BR with CH/A in a decent neighborhood.If they can do a trade like welding, pipefitting or electrical work; there are plenty of job opportunities at the local refinery.

Look for weld near the compressor...that would be a red flag.
